Abstract

The Law on Higher Education 2012, as amended and supplementedunder Law No. 42/VBHN-VPQH dated 10 December 2018, introduces new regulationsrelated to higher education development policy, expansion of autonomy for universities,quality assurance and accreditation of higher education, and regulations related toteachers and learners. However, in the process of implementing the Higher EducationLaw, a number of inadequacies have arisen, causing obstacles and difficulties in itsapplication. Therefore, within the scope of this article, the author will analyze some ofthese shortcomings and propose recommendations for improvement.
