Abstract

On 1st March 2024, the Chinese government declared new baselines formeasuring the breadth of its territorial waters in the northern Gulf of Tonkin. Thisarticle seeks to clarify concerns surrounding this legal development through a three-partstructure: 1) A legal and technical analysis of the baselines used to measure the breadthof China’s territorial waters adjacent to the northern part of the Gulf of Tonkin; 2) Thepotential impacts of the 1st March 2024 declaration on delimitation and fishingagreements in the Gulf of Tonkin; 3) Public reactions and sentiment regarding China’sdeclaration of baselines for measuring the breadth of its territorial waters in thenorthern Gulf of Tonkin.
