Abstract

Inclusive business models are widely regarded as an importantinstrument for advancing sustainable development, as they both ensure commercialeffectiveness and generate positive social impact by integrating poor and vulnerablegroups into value chains. Politburo Resolution No 68-NQ/TW recognises this model asa strategic orientation for private-sector development. This article analyses theconcept and characteristics of inclusive business, clarifies its relationship to theSustainable Development Goals, and examines experiences from selected ASEANcountries—Indonesia, Cambodia, and the Philippines. On that basis, it suggests thatViet Nam should promptly complete a legal framework for inclusive business byimproving relevant legal provisions, establishing a national coordinating body,developing inclusive finance policies, linking these measures to digital transformation,and building a system for impact monitoring and evaluation.Keywords: Inclusive business; Politburo Resolution No 68-NQ/TW; Privatesector; Legal framework; ASEAN.
