Abstract

This article analyses the central role of law in delivering the fourstrategic breakthroughs for national development, in line with the Politburo’sResolutions Nos 57, 59, 66, and 68. On that basis, it proposes the concept andanalytical framework of a “legal ecosystem” for development—conceived as a unifiedand coherent yet open, flexible, and adaptive institutional architecture that forgeslinkages among the State, the market, and society. The proposed framework seeks toensure that law functions not merely as an instrument of governance, but also as adriver of innovation and international integration, thereby strengthening nationalcompetitiveness and sustainable development in the nation’s new era of ascent.Keywords: Law; Legal ecosystem; Innovation; International integration; Viet Nam.
